FRAME PROJECTS was founded by four Partners whose shared business values include delivering our customers innovative solutions, exceptional quality and value for money while incorporating sustainability into our construction systems and business practices.

Established in 2010, FRAME has grown steadily, attracting demanding clients from North America and Europe, and completing more than 100 projects as of May, 2022 ranging from quaint beach cabinas to very high luxury custom villas.  Along the way, we've developed a core team of highly skilled operations staff and have expanded our product and service offering to meet our customer's needs and make building an enjoyable experience..

Meet the partners

Nicolas Huet

Nicolas Huet - General Manager

Nicolas is FRAME’s General Manager in charge of coordinating and supervising all construction projects as well as overseeing all general operations.  Nicolas is an entrepreneur who, prior to founding FRAME, founded eloy America Latina in collaboration with Yves Deweer and eloy Belgium.

Prior to moving to Costa Rica, Nicolas spent 15 years as a professional snowboard racer, winning two World Championships and competing for France in the Salt Lake City (2002) and Torino (2006) winter Olympic games.  Nicolas is a licensed ultralight pilot and is passionate about surfing, skiing, swimming and music.  He and his family reside in Playa Flamingo.  

Rémi Martin

Rémi Martin - Construction Director

Rémi is FRAME’s Project Manager responsible for all facets of construction and for directing the project teams.  Rémi brings 12 years of Costa Rican construction experience to FRAME.  From 2003-2006 he was a Foreman and Project Manager for a small builder and subsequently he founded Gypsum Pro Service, an enterprise specialized in drywall and more.  He began building turn-key homes in 2008 until becoming a Partner at FRAME in 2010.

A French national, Rémi has resided in France, French Guyana and Guadaloupe, where he earned a Master’s degree in Sports Physiology.  He is also a licensed ski, snowboard and surf instructor.  He relocated to Costa Rica to pursue his love of surfing and resides near Tamarindo.

Arne Boelaer

Arne Boelaert – Silent Partner

Arne Boelaert is FRAME’s newest partner. Arne was born in Belgium and moved to Costa Rica 10 years ago. He graduated at the Belgian University of Ghent as a Bio-Engineer but added extra degrees in general contracting. Arne worked for 4 years as a project manager in FRAME and then transitioned into Frame's commercial department. Arne is currently not working in the operations of Frame but is focused on development. He has a passion for running and mountain biking and resides in Playa Tamarindo with his wife and 1 year old son.

Juan Acón - Project Manager

Civil Engineer graduated from the Universidad Latina de Costa Rica and duly incorporated into the CFIA, with more than 5 years of experience in the field of construction and quality inspection. With good values, advising the best for the client and always looking for continuous improvement. He loves photography, mountaineering and water sports.

Mauricio Bolano

Mauricio Bolano - Project Manager

Mauricio has studied Architecture at the university of Costa Rica but never finished his degree, He started a job as a forman in construction as he has always been fascinated by construction. Afterwards he worked as subcontractor and did the inspection of hundreds of construction sites. He went on to specialize in quoting the construction cost of many different type of constructions.This is why Mauricio is FRAME PROJECTS’ quoter and one of our most experienced Project Managers. Felipe Santibanez

Felipe Santibanez - Project Manager

Felipe is a civil engineer with a degree from The Ohio State University and a Master´s degree in Renewable Energy & Efficient Energy Use. He´s developed a widespread skillset while being part of the engineering team in various project types within the construction realm, such as, site planning and inspection for residential, commercial, and healthcare developments in the USA and management of construction quality for international airport gate expansion in Costa Rica. With a great eye for detail, Felipe is an excellent fit for the team. He enjoys surfing and spending time at the beach and resides in Playa Potrero with his girlfriend.

Alfredo Ruilova Solano

Alfredo Ruilova Solano - Project Manager

Alfredo is BA in Civil Engineering graduated from Fidélitas University of Costa Rica, OSHA certified and member of CFIA. He has worked for 10 years as a Project Manager, Construction Manager and Project Site Engineer in different kinds of projects. From corporate building constructions, residential building apartments, residential town homes, luxury residences, to corporate offices and restaurant renovations. In charge of supervision, quality assurance, client communication and schedule adherence, also managing vendors, contracts and payment throughout all the project’s phases. With great communication, positive energy and excellent management skills, Alfredo is an important part of the team. He enjoys sports and music, and currently resides in Pinilla.

Esteban Castro

Esteban Castro - Project Manager

Esteban is a Construction Engineer graduated from TEC and has a master’s degree in Project Management. He has 11 years of experience working in commercial and mostly, residential projects such as apartments and luxury homes as technical director, cost and schedule supervisor, quality insurer and as project manager. These years also has worked in quoting the construction cost, elaborating blueprints and being responsible before the CFIA for the permits phase for many projects that has granted him an ability for seeing important details in the construction process. With a great eye for detail and costumer & team communication, Esteban is an important part of the company. He enjoys the music, spending time at the beach but mostly share time with his family, he currently resides near Huacas.

Victor Díaz

Victor Díaz - Project Manager

Victor is a construction engineer graduated from the Technological Institute of Costa Rica and joined the CFIA since 2001. I have 22 years of experience in different areas of construction but mostly in housing solutions from houses to infrastructure in horizontal and vertical condominiums. I have been a builder, coordinator and inspector for several religious temples (LDS Church) in various areas of Costa Rica. I have dedicated myself to the valuation of real estate (houses, lots and condominiums) for banking entities and as well as for private companies. I like to learn about new construction technologies available in our environment.

Rocio Cubillo

Maria Cubillo - Office Manager

Maria, who goes by Rocio, is in charge of Human Resources, Payroll, Accounts Payable and General Administration for FRAME. A Tica, Rocio has great English skills and is valued for the excellent service she provides to our customers, suppliers and staff. She is currently studying for a B.A. in Business with an emphasis in Accounting at the UNED, and in her free time enjoys outdoor activities.

Javier Ramos

Javier Ramos - Logistic Manager

Javier has a degree in Industrial Maintenance Technician and Banking and Commercial Cashier from the University of San Jose, Costa Rica. I worked for 5 years in a precision workshop in Nicaragua since 2010. I moved to this country that has given me great job opportunities since In 2011 I worked in the construction field as a bedeguero, who trained me throughout this time in the supply and logistics field in electromechanical companies such as Ingelectra and Lucas Ingeniro and Edificador, which completed my training in inventory systems and personnel management. mesion some O4B AND EXACTUS, I actually have more than 12 years of experience so I have managed to accumulate knowledge about electrical and mechanical materials, fire protection systems and structured cabling for buildings and shopping centers. Lastly, I am a person focused on his goals and with desires. of improvement for which I learn something new day by day.

Pedro Cortes

Pedro Cortes - Head of Maintenance

Pedro has a Bachelor in Civil Engineering where he graduated from the Central University of Costa Rica. He has 7 years of experience in the field of construction where he is specialized in inspections and quoting. He also posses a Bachelor's degree in Electromechanical. Pedro is the head of Frame projects’ maintenance department where he coordinates and performs all the necessary repairs and customer service to our clients from delivered projects. Pedro loves sport fishing and his family. He currently resides near Huacas.

Marcelo Nunez

Marcelo Nunez - Designer

Marcelo is the director of the technical department of the wood workshop, he is a Construction Engineering graduate from TEC and is a member of the CFIA. He has experience with the organization and programming of the production of doors and windows, as well as the inspection of their installation; He also has experience in personnel management. He is a responsible person, works well in a team and under pressure, very creative, punctual and with great enthusiasm.
